Actually its: "But why does it gotta be so damn tough?!" It's a sample from the song Shut Up by The Black Eyed Peas. It's pretty popular song, worldwide, actually.
The song it's taken from is talking about Love/Hate relationships but I'm sure the DJ probably used it more in reference to how the turtablism he's doing is tight as hell, but not easy.
