I bring thee part 2 of this installment.

This is a code, but it's extremely hard to code. Decoding is about half normal reading speed, once you know the pattern.

Anyone who figures it out gains infinite fame. Pm me the guy who wrote it, or if you don't know who, then give me the first sentence for 10^26 fame.

Underscores are there for formatting, and if you figure it out but get stuck on the quotes, you may have to move around some punctuation to get it to work right.
Good luck on this, it really does look impossible.
