Yes, they are up higher inside the body, but not well protected. They are too high to be protected by the hip bones and too low to be protected by the ribs, the lower abs are pretty much the only thing there.

The penis is more sensitive to gentle touching than the testicles, as the nerves are very close to the surface. The testicles' nerves are deeper so they react more to hard touches.
