Dream spinning is, literally, spinning around in circles in your dream, like you might have done as a child. It's really that simple. The purpose is that it helps to "anchor" you in the dream, and makes the dream a bit more "stable." It's usually used when you feel like you are about to wake up, in order to try to prolong the dream. I've also used it for teleporting.
It's not fully understood why this works, but it's theorized that it works because it stimulates your dream senses. They say that the best way to stabilize a dream is to focus your five senses on the dream itself, and this works in reverse- the best way to end a dream is to withdraw your senses from it, for example by laying down and going to sleep in your dream. Paradoxically, this should cause you to wake up.
