Greatest: James Madison - One of the strongest supporters of the Constitution, author of the Bill of Rights, defended America in the War of 1812. Carried out the duties of his office, nothing more and nothing less.
Worst: George W. Bush - Signed into law the No Child Left Behind Act and a supply-side tax break to boost the economy; hopes to receive credit for the successes of future administrations in foreign policy, the Iraq/Afghanistan Wars, Social Security reform, and many other areas.

Worst - Dubya.

In terms of being able to communicate with the public, he is the worst as far as I know. Part of being a good president is being a good communicator, and G.W. Bush has the communication skills of the average carnival ticket tearer.
