      I think I once saw something like this in class(related to Gestalt, I think). You mind makes it seem like they are moving, but they really aren't. I forgot why....

      It's because 90 percent of your eyesight is in the very center of where you're looking. the other 10 percent of your vision that isn't what you're directly looking at is largely made up by your brain using the memory of what it saw before. When you move your eyes, your brain is filling in the gaps in such a way that it makes the circles look like they're moving


      my dad wrote a thesis paper about this in college, and I did a project on it myself :-D
