It's supposed to be. That was the surrealist artists' goal; paintings seeming of dream-like quality, and not of the real world. I learned about this a bit a while back, but I can't remember if the art was inspired by real dreams, or just by the dream world.
EDIT: I forgot to mention it, but surrealism is one of my favorite art types. Looks so cool.

j/k but really my dreams mostly have weird surreal things in them too.
. The film takes the term "surrealism" to it's absolute limits. Dalí designed the dream sequences for Hitchcock's "Spellbound", not sure if you're thinking of that.
