Marty O'Donnell did absolutely amazing work with the music in Halo and Halo 2. The Legend of Zelda also had very catchy tunes, especially in Ocarina of Time.

Final Fantasy VIII sticks to mind, as does several other tunes that has appeared in more than one game in the series (for example, the two songs in the FFXII intro).
Super Mario Brothers has good music, as did the first Jazz Jackrabbit

Mario, a few others I can't remember too, but the soundtrack for the original Super Mario for NES is what comes to mind immediately.
The .hack soundtrack is amazing.
I also like the KH songs.
So, there's this band called The Advantage. What they do is pretty awesome instrumental recordings of old console game soundtracks.
Double Dragon II and III, Castlevania, Ducktales, Metroid, Megaman II, Contra....those are among whats included on the album.

I don't know about the best, but the Final Fantasy games typically have good music. Recently I've been listening to the soundtrack for a game called Napple Tale: Arsia in Daydream and it's good stuff. When I played the game and got to about the halfway point, I was getting a bit bored but kept going mostly to hear the rest of the soundtrack.

I agree with ExoByte, the music Marty O'Donnell did with Halo and Halo 2 was excellent. I'd like to see what he does with Halo 3.
I really like the music from Zelda: Ocarina of Time. It's some trippy stuff. And the music from the first MDK game was cool too.

F-Zero, MGS, and Megaman come to mind rather quickly
VGM is my most listened to genre, followed by anime soundtracks. My tastes are kind of generic by VGM aficionado standards, though.
By far, my favorite composer is Yasunori Mitsuda - mastermind of such works as Chrono Trigger, Chrono Cross, and, my personal favorite, Xenogears. His works are almost always inspired and unique. Unlike most other music I've listened to, I don't get tired of Mitsuda; in fact, I enjoy his compositions more and more as time goes on.
I'm also a Koji Kondo fan, of Super Mario Bros., and Legend of Zelda fame. In particular, the Majora's Mask soundtrack has stuck with me long after I completed the game.
If you're a fan of metal music, I would highly recommend checking out Guilty Gear X: Heavy Rock Tracks, by Daisuke Ishiwatari. It's the soundtrack for the dreamcast version Guity Gear: X. You could probably find it at Galbadia Hotel (though, be aware that downloading music isn't exactly on the legal side of things).
I could go on, but would probably end up naming every VGM composer in my music library, so I'll leave it at that, for the sake of brevity.

I love the old Kirby Themes, but I loved the music from the Xbox game "Jet Set Radio Future" the funky videogame/japanese/progressive break style blew me away!

Kiby and Pokemon Snap are pretty good.
The Halo music is pretty iconic. Also most of Nintendo's games. As for the best, I'm not really sure. I'd probably give it to halo because the music is so recognizable.
