This is true, but you should still be prepared for a long and probably losing battle if you decide not to pay your taxes. Unfortunately, there are mountains of legal precedence against people who don't pay taxes which essentially amounts to being 'law' in itself.
It is also illegal for banks to foreclose on your property if you don't pay your mortgage. If you've seen Zeitgeist: Addendum, you may remember what I'm talking about. After watching that movie, I researched the case that it mentions in which a man brought a bank to court and won. The mortgage contract required both parties put forth equal "consideration". The man's consideration was his house, but the bank's was an amount of money that, through the practices of fractional lending, was created at the time of the loan and since there is no law that allows banks to do that, the judge ruled that the money that was created with the loan was not equal consideration and he was allowed to keep his house.
Once again though, if a lot of people stopped paying their mortgages and took banks to court, judges would essentially take the law into their own hands and rule against the people out of some misguided desire to 'preserve the economy.' In this society, all considerations are secondary to the economy.
