Hey, man. Welcome to Dream Views.
Sounds like he could be having problems with Night Terrors.
http://en.wikipedia.org/wiki/Night_terror
They are most common in children (how old is your brother?) but adults can have them too.
Hope this helps.
When my brother has a fever, he gets these really weird dreams. He says they are always the same, but he can't remember them, he just knows that they are always the same. He can't really explain it to me, but basically what happens is that he starts calling for my mother and is really scared. He is still sleeping, but his eyes are open and he looks around, but still is involved in the dream. You can't wake him up when this is happening, and when he finally does wake up of his own accord, he does not really remember what just happened. I know that some messed up dreams can occur when your body is trying to rid itself of a virus or whatever, but this is kind of beyond what I have heard of myself.
Anybody have any thoughts on the subject?

Sounds like either A: Night Terror, or B: Hallucination.
Either way, it may be an actual problem. Night Terror's in Teens(and Adults) ussually indicate a problem with the brain. There are 2 leading causes: Trauma and, well the other is more than likely not the case. Its safe to assume trauma anyway as Trauma is far more likey considering it happens every time he has a fever. His brain may be sensitive for some reason.Option B, Hallucinations, are pretty self explanitory. Hallucinations seem unlikely, but in either case, you might want to actually get him looked at by a doctor.
“There’s an economic concept known as a Positional Good in which an object is only valued by the possessor because its not possessed by others. The term was coined in 1976 by economist Fred Hirsch to replace the more colloquial but less precise ‘neener-neener’.”
