the difficult bit is getting the best quality / filesize mix

i would like to make animations, but i have no idea how, i heard you can save them as .GIF files, is that true?
what software would you maybe need? and how would you use it?
also, i just would like to know this aswell, its a bit off topic, but not too much, how do you make a transparent background on paint.net software?

It depends on what type of animations you want to make.
Pivot-
Stick figure animator.
Asiimator.net-
Ascii animations.
Those are some I use.
You may want to google exactly what you want to animate, like if you want to make cartoon like animation or more realistic, smooth, professional animations. As far as I know, you can save certain animations as GIF. Like the AIM icons though, I'm not sure about longer things.

also, I think the Gimp can export image layers to gif frames
