Yeah velocity is the vital thing. The universe will pass faster for the moving object; it'll feel that it's gotten to the 'end' of the universe quicker. It depends on how fast you are moving (from the stationary person's point of view) as a ratio of light speed (which can never exceed one).

Photons are actually moving AT light speed so they only actually exist for a single moment; the universes passes instantaneously for them and they go straight to the end.
