There are a lot of angles on this, and it's good that you're asking these questions early, because it will take some time to aquire the skillset and put together the team to really do this right.
First order of business: call that camp 100 miles away, see if you can arrange to talk to the owner or someone who spends time actually running the place. Ask them how they got started, if they have any tips for you. If you feel it necessary, explain that you're not looking to compete with them, and come off as genuinely interested in what THEY do. Be friendly, and they will probably be very helpful.
Then there are a few things that I know you'll need. Legally, you're going to need to know how many counselors are required for how many kids. For instance, you may need 1 counselor for every 10 kids, or the ratio may be higher or lower. You'll need to all be certified in first aid and CPR (probably only one or two are actually legally required, but it's something that as many people as possible should know, in my opinion) for obvious reasons. You also need to look into insurance rates; what will it cost to insure a camp of the size you want? How big DO you want it to be?
Then there is the matter of location: do you know of an area that is suitable, a piece of land you can buy and build up for this? Figure costs of land, building materials, recreational equipment, etc. to see how feasible this is going to be. Or there may the possibility of purchasing a similar facility and modifying it to fit your needs.
Then come the activities. You need to know what you're doing, so you're going to want to learn as much as you can about the sort of things you want to do at your camp. Do you want to have canoeing? Rock climbing? Hiking? Group games? Learn about these subjects; get out and put in some hours in a canoe, on rock faces, on the trail, etc. and get experience. Know what you're doing. I would put considerable focus on team-building and building confidence and self-esteem, so you need games and activities that focus on these areas. You also need to know how to work with people, and exhibit confidence, calm assertiveness, professionalism, and fun. You need to be not have any issues with telling people what to do, clearly and easily.
Do you have friends in mind to help out with this, or will you need to hire a team? These are questions you will need to have the answers to.
