Planning Ahead
There is a technique that I used to use, I'd write down "I will have a Lucid Dream tonight" or something, before I went to sleep, sometimes it worked, and sometimes it didn't.
Well I'v recently discovered a NEW technique, that uses the same method.
What you do with this one, is you say that write down, you will have a Lucid Dream, except, put it two days forward.
So if it was Monday, I'd write down "I will have a Lucid Dream this Wednesday"
And also, saying it out loud to yourself works too.
This is much more effective because it gives your brain more time to set itself to do it's task.

Wow. Thats a nice, clean, and simple method. I like it. I'll try it tonight..... It wont be two nights before, but I think it might work with the help of the RC's and the HS I'm doing.

I would tend to agree with your assumption that the Mind does require time to properly respond to our suggestions.
