It is a very specific way to alter your focus so that you can be more focused on the right things before sleeping. I would recommend it as a start, but after time you will find something that works specifically for you.

I'm surmising that it brings your mindful attention to the three things that are possibly most obvious; body sensation, vision, hearing and once you're in a dream you're still partially or fully mindful of these three, leading to greater awareness.
Meditation is lucidity because it counters cognitive fusion, which is the basis for non lucid dreaming and living for that matter. If you fall asleep while meditating, you set an intention to recognize when you are caught up in rumination, thinking,dreaming and so on. But it's difficult to keep vigilance while falling asleep, that's why WBTB and timing helps.
