I am about to get my amateur radio license and I was just thinking how cool it would be to hook the radio up to synchronize peoples sleep. I have an Idea of how to do this but i'm out of time. Any suggestions or ideas?

I haven't really catched what you're trying to say. Do you want to create a radio to group shared dreamers together?
