Here is some pretty useful information about aerokinesis, I wrote this article a year ago, but I think it's still relevant in theory:

Aerokinesis is the ability to control the wind. I'm not exactly sure how many people have this ability, but I know that I am one of them. I am going to give you some techniques that you can try, that may help you develop your skills in Aerokinesis. Please keep in mind that the only way to get better at something is practice, you need to practice every day; this will help tremendously in your abilities, and you will feel much better about how well you are doing.

Alright first things first, you need to learn the basics, which will help your mind learn what it needs to do in order to perform this task. Air is basically a mixture of gases; with carbon dioxide and oxygen being the most commonly heard of. Wind, however is air being pushed around. So if we can figure out "how" the air starts moving around, we can help our mind know how to move it also.

For the air to start moving, there has to be a couple of things happening. First, we need to go down on the subatomic level, where there are millions and millions of atoms. Atoms are basically little dots of energy. When these atoms get excited or get warmer, they start moving around faster, and faster, causing the wind to move. As these atoms keep speeding up, the wind also picks up more speed.

Now were ready to start an exercise that will help the mind learn how to speed up the atoms in the wind. First, go outside on a nice warm sunny day (it's always been easier for me to get the wind to move when it's sunny, I can get it in the winter, but I have more success in the summer. Try for yourself and see which is easier for you), when the wind is already blowing a little bit. Now, sit down somewhere and just close your eyes. Imagine your body becoming connected with all the energy in the wind around you. You are now one with the wind. Now (while your eyes are still closed) you need to visualize the place where you are currently at. See everything around you. You now need to pick a spot in the visualization and try to make it warmer, imagining all the little atoms (basically just dots) swirling around really fast. Now open your eyes, and take a few deep breaths. This should help your mind focus only on the wind.

Now that you have finished the visualization, you need to try to see if you can increase the wind speed. I recommend making it go in the same direction if you're just starting out. To do this, simply sit or stand and focus on the area around you that you want to speed up. Now visualize the little atoms swirling around faster and faster, getting warmer and warmer. Focus on the direction you want the wind to go, and keep in this mind set for a while, until the wind starts to move or speed up in that direction. As you get better at speeding the wind up in the same direction, try and stop the wind, just by directing your focus to the opposite way, until it stops; if you want, you can continue to keep your focus in that same direction if you want to make the wind go the opposite way.
