If its a genuine phenomena then it should have nothing to do with REM sleep.
If it's just a dream, then it'll require REM.

No, OBEs don't work. People who claim to have OBEs actually have a WILD & yes they work at any time of the day.

It depends on how much tired your body is my friend. If you tire your body enough and try to keep your mind awake without letting your body know this by moving, then your body will fall asleep. (it's better to do this at 3-5 am). Good luck!

If it is a WILD(dream) and not an OBE(which you think is not a dream) then no, they cannot work at any time of the day.
What I think is that most people aren't very good at getting into useful brainwavestates for going out of body, however everybody can induce sleep and sleep is a useful brainwavestate for going out of body.
So if you cannot induce a useful state for going out of body, then you need to be dreaming and then you need REM and then no you cannot do it anytime of the day.

But if you learn to induce such a state through perhaps meditation, then you don't need to be sleeping, and you can do it anytime of the day.
