If a man believes his dream is his reality when he wakes up is this now his dream or does he believe he hadn't been dreaming at all?

In a lucid dream, you can do anything. So yeah, you can slow down time, no problem. I would recommend you to get your hands on a time-controler, to make it easier.
I would probably make a badass matrix fight in slow mo.

It is very well possible, and I agree with what Zelzahim said. After I had watched a Japanese movie called "Returner" I had two non-lucid dreams where I had the ability to slow down time using a braclet. They're in my DJ if you wanna go check them out.

I've never really tried this power in a lucid dream, but it's on my to-do-list.

This actually sounds pretty cool... When people are new to lucid dreaming they usually find that altering things like time is difficult because in the beginning it is harder to let go of the physics of waking life.. however, I think the idea of using a device of some sort would be a really good way of getting your mind to let go of these preconceived notions.. in fact, the first thing i think of would be using the dvd remote for this, since it has a pause and a slow motion button.. as well as fast forward, rewind... these could be fun as well.. before you press the button on the remote, remind yourself that the normal laws don't apply to this world and that this remote WILL control time.. i think this will work..
