Although one could consider that for many people it might actually be hard to exert control over other dream characters, it's not really all that hard in comparison to other aspects of dream control. They might not feel comfortable doing it or might only do it to a certain extent. But everything you do in the dream changes your surroundings anyway. Dream characters are just as fluid (or better say changable) as dream objects are. Eventually you can even beam into others persons in the dream, feel for them, change them and do basically anything. Limits in lucid dreams are just very hard to arrive at.
