Being able to do things in dreams has a lot to do with what you expect, don't let your past inability to speak make it harder for you to speak in a future lucid dream. Just expect you to be able to talk, you could possible try to write out that you can talk, or you could try to take a pill that will let you talk. Just make sure that you know that you can talk, if you expect to be mute you will be. Hope I helped.
This may be the problem. At some point (probably your first lucid) you still had a slight connection to your actual body and this can cause instability. Its possible that you couldn't speak because of this. In every other lucid you have had afterwards you remembered not being able to speak and doubted your ability to speak. This could have made it impossible for you to speak. If you have any doubts on your ability to speak than you won't be able to.
You can simply try some positive reinforcement, think, "I know I can speak. It is easy to speak in a lucid." If that doesn't work you can try using telepathy to speak. You could try swallowing a "speaking" pill, You could pretend your voice is hoarse and take a drink of something to allow you to speak. Just try some creative things. You will be surprised at what can work for you.
it's all about willpower. sometimes it happens that I try to say something and can't, but I continue willing/trying even harder and I can usually speak a few seconds later!
Just be confident you can. Or imagine a voice recorder in your body that makes you talk xD
Just forget, and just talk.
Talk like you're in real life.
Don't be afraid of waking up or of any subtle fear...

Why do you think you need to talk in dreams? Is it that you just want to move you lips and hear your voice? In dreamtime communication happens. Allow your communication to happen. When your heart speaks the all things understand. Think about this when you don't know what to say do you really have anything to say? Do you need to say anything? How much of communication is verbal? How much is non-verbal? What can be communicated in silence? ......?
The same way you talk while non-lucid. Just do it, let it come naturally~
If you've ever taken singing lessons, or been in choir, try and think back and 'open up the back of your throat'. Hope that helps :)
Try thinking about what you're saying as you say it
Could be sleep paralysis. If your attempt to talk in a dream is also an attempt to talk with your waking body, which is prevented by sleep paralysis, this could be reflected in your dream.
That happens to me too. Don't talk. Just sing. My dream singing voice is much louder and clearer than my real singing voice and my dream talking voice. :o
