I wonder whether some part of you hesitates over whether or not visiting your friends in the city is morally the right thing to do, and whether that is why you dreamed of the vicious dogs preventing you. Your dream driver's defense of you makes me wonder whether you think that your handicap is an excuse which should cause you to be judged less harshly. However, since the one judging you is yourself, I suspect that you will be harsh on yourself despite the handicap. Perhaps you are worried that you will fall spiritually, if you continue to visit your friends? However, the last part of the dream where you are asked to be part of the ceremony, I think is indicative of your longing to be accepted as part of a community. That community may be the community if your friends or your religious community or both or any community.
Bottom line: if I am right in this interpretation, I think that this dream is about your struggle with whether you can continue to associate with these friends and remain a religious person, and your deep longing to be accepted into communities you are a part.
