....well im not really sure..You seem to be a extremely patriotic guy so maybe it was somehting thats been a wishof yours or a thing on your mind.... i dunno.

I think it means it can be done! And should have been! And still can and should be done! And if not by our government than maybe by a private endeavor, like a vigilante
