I know in England limiting yourself to just a web designer is going to be hard. Because threre's so many independent sites out there and companies who do these cheap it's hard to make any real serious money - I've a few friends in the field and they're having to expand to offering a lot more.
Unless you're really good, there are lots of people out there who do it at decent quality for really cheap. Being a freelance web designer as your profession would mean that you have to really stand out from the others. I would just do it as a side job if you want to make money off of web designing, I'm not sure if you're going to be able to make a profession out of it, though.

Web designers are no longer just html monkeys, they are programmers. My company is on the forefront of website design, the web designers use a custom layout editor and scripting engine. Most companies do, so whatever you learn, you'll have to relearn when you get a job. The only things that are universal are html, xhtml, and javascript. Learn those.
