The USA is not as far behind as you might think. Poll after poll shows a majority are against the prohibition. Even those who don't smoke it themselves see that it's creating a lot of crime, exactly the same as what happened when alcohol was banned. If you have a massive market for something, and make it illegal, the market doesn't go away, it goes underground. Even the cops know this, a few weeks ago, NJ cops confiscated a million dollars worth of weed, the cops who got it said that the US is making the same mistakes it made in the 20s, and they know that a million dollars of pot is nothing, NJ sale of MJ is more than a million dollars a DAY.
Last election, California tried, and only lost by about 6%, mostly from the "Reefer Madness" generation, which is dying out. I don't think it'll pass in 2012, but I'm nearly positive that it will happen in 2016, which spread quickly to the other liberal states.
