This sounds a lot like Hawaii. Here's how they deal with this on the big island. I am not necessarily condoning it because I don't like killing cows. I'm just reporting it. this is no joke by the way.
First, keep cows. Not only do shrooms grow in their shit but they're fun to moo at.
Second, whenever a drone or helicopter flies too low over your place, shoot a cow in the side of the head.
Third, tie the dead cow to the side of a truck and drag it along your barbed wire fence.
Fourtch, shoot it through precisely the same hole to put powder back on the scraped up parts.
Now call the goverment agency responsible for the flyover and report that the flyover spooked your cow. They are legally responsible for paying the cost of replacing the cow and the fencing. It won't take them too long to start leaving your place alone.
Let's just hope they never actually figure out how to fly those things:

If it gave people more choice it would mean greater accountability. However in this case it appears to mean severely lowering the accountability. As long as the police force is getting privatized, I should be allowed to choose which department I am subject to.
