What timedragon said, or possibly people are actually turning it and you can't see because of the time lapse.
The washing-machine in my house causes something similar. Once it gets up too full speed, anything made of hard plastic .etc that is placed on top of it vibrates and slowly moves across the the top, often turning as it does so. Most likely the same thing, but on a much slower scale.
