No it doesn't work.
To me it seems like it's drawing attention to what the government could do if it wanted to, and is doing already.
I think it's looking at everything the human race is capable of, the good and the bad.
I think it's an illustration of two different mentalities that are competing: the first is a peace-based mindset, where everyone is together and working for a common positive goal, while the second is the mentality of a person who wants to change the world using the tools that have corrupted so many more in the past, causing people that want to do good to do evil instead, all the while thinking they are saviors of sorts. Then, the two types of people clash when one tries to overcome the other, leading to death and violence, with both sides thinking they're right.
I think it's about how the few control the many. How the fate of everyone is really in the hands of a small number of "elite" individuals. The narrator is part of the "elite" and is illustrating how much influence he has over the world.

Was there any point at all to your post besides to be an asshole? Because that's all that I got out of it.
Last time I checked, just because a song isn't new doesn't mean the song loses meaning. ***And yes, I'm sure me liking this song will change after I listen to Radiohead.
