Do you smoke pot?
I only know one person that smokes pot and lucid dreams, he is an anomaly. (Puffin)
Do you sleep 8-9 hours a night? Do you WBTB? Do you wake up after REM? Do you write in your DJ first thing in the morning if you get a dream? Do you wake up after every REM? Are you using a mantra? Are you confident? Do you lay still and think "where did I just come from?" Do you have a set goal of how many dreams you want for the day/week/month?
There are a few other things I have found work really well. Journal the previous day before you go to sleep, after DJing what you can, go over the previous day. Most dreams archetypes are from the previous day. When you find an archetype circle it in the journal, or write it next to your DJ entry. It is almost impossible to lose a dream if you have the archetype.
Also! Looking at the color blue helps.
Another big thing I think is actually having a schedule through the day, not just going with the flow of the day.
I think that if you did at least most of these things you will increase dream recall like a boss. I would recommend working on your confidence in your dreaming self above all.

I forgot to say! Reading a book about memory would help as well! There are lots of good ones out there.
When I smoke weed i have next to no dream recall at all. So yeah, don't do this :P
Just like what I have said and others have repeated, to improve dream recall you need to just write down your dreams when you wake up. If you can't remember them, keep trying and if that fails - you need to improve your foundations (Dream Journals, sleep, routine throughout day, believing you can remember dreams, saying mantra's; "I can remember my dreams", etc).
Like Brandon, I and others have said.. you need to get a decent amount of sleep, don't drink alcohol and don't smoke weed.
This is all we can offer you to be honest, LD takes commitment and practice, you just can't jump into a band with no experience and play a perfect symphony.
Saying all this to be honest, and like Brandon has explained, some people can drink and smoke weed and still dream recall and LD; they are either lucky or some people are naturally skilled :P But you can LD you can remember your dreams, everyone has that ability and you just need to improve your dream recall through effort and practice. Practice makes Perfect.

if you are having trouble with dream recall, you should switch your mantra (mneumonic) to something like "i remember all my dreams" - once you remember 3 or 4 a night consistently, then switch back to the "i lucid dream" mantra. also, you say that you repeat the mantra, but not while laying down to sleep yet? i would do it in bed while laying down right before i fall asleep. basically. repeat the mantra for as long as you can.. not just 10 or 20 or even 100 times. do it for A LONG TIME. in this way. you will begin to believe it on a subconscious level. thats how IT WORKS. repeat it in bed while you are laying down until you fall asleep, don't stop to do a RC.. this just interrupts the flow and cadence of your mantra. this will work. cheers and good luck! :thumbup::dancingcow:
@Dawson980 to improve recall. when you lay down to sleep at night. breifly but thoroughly run through every thing you did all day. for example: i woke up. i made breakfast and ate, i drove to work. i worked until lunch, at lunch i went to my favorite restaurant and had a cheeseburger. i went back to work. after work i drove home, etc, etc.. until you get to the point where you are now - laying in bed ready for sleep.
then repeat a mantra/mneumonic such as "i remember all my dreams" repeat it MANY times. until you fall asleep. keep a dream journal and write down everything you can remember. even if its just snippets of dreams, even if its nothing. write down that you couldn't remember anything.
