Maybe your not napping at the right time for REM to set in, maybe nap earlier or later in the day. But you probably already tried that huh.
I have the same problem. I have some "dreams", but they are clearly non-REM. I didn't try napping earlier because there was no chance for that. But just look at the bright side of it. You can try doing WILD and train yourself that way. Because WILD'ing during the naps is a lot easier. And for every practice, you start with the smallest and easiest steps. I am certain that you will get a lot of interesting experiences because the early sleep stages aren't "empty" as many people say.
I am the same. I can only remember dreaming in a nap once and I managed to become lucid.
I had a time when I was somewhat into meditation. If I were to meditate and nap right after, I would certainly lucid dream.
It varies based on how much passed since you woke up, how much did you sleep then, the quality of your sleep so on and so forth... But I would risk to say if you nap deeply enough and for a significant while, you should be dreaming most of the time. It's a bit of a guess of mine though, self experience plus a little bit of theory.

I am the same way. Those who say to nap earlier: Lets say hypothetically you wake up at 10AM, and you have the intention to WILD during a nap. When would you do it?
It could be though that you do dream during naps, but you just never recall dreams after naps. That's also possible, right? In that case doing things to generally improve dream recall (Dream Recall Tutorial - Lucid Dreaming - Dream Views) might help. Dream recall sometimes is weird: when I first started keeping a dream journal I used to mostly remember dreams from first part of the night if I woke up in the middle of the night, but when I woke up in the morning I used to not remember anything. This did not mean that I did not dream in the morning because REM is longer in the morning after many hours of sleep, but my memory of dreams out of some reason was not as good in the morningsin the beginning (now it has improved).
Sounds like you are going into NREM during naps, maybe you could try doing nap at different time? Also how much do you sleep during normal sleep? Are your sleeping schedule stable? I found that when my sleep schedule got broken and i slept somewhat less i was more often getting into NREM, so that might be the case. :zzz:
