I've never tried it, but given how well dreams can simulate virtually anything else you experience in waking life (even things like going to sleep, having dreams, having sleep paralysis, doing a WILD, etc.), I'm sure they could simulate what it's like to get high or drunk as well.
I assume you mean doing the drinking or smoking within the lucid dream. If you mean doing it before going to sleep, then, assuming you have a LD at all, I'm not really sure what would happen. :P
Yes, you can LITERALLY do anything in a Lucid Dream. Your mind will create the feeling.
Well, I once took marijuana in an ordinary dream, and this made me see human faces on the ground everywhere and see everything in weird colours, so I am pretty sure that you can feel drunk in a lucid dream. :cheeky:

I have never done drugs/drank in real life but once, a dc said he slipped some LSD into my water. Given that I already drank it, shit hit the fan. Short answer, yes, you can.
