I think it depends on where you interests lie, specifically. If you want to study the physical response of the brain to lucid dreaming (for example, which area are active during certain lucid tasks, or if lucid dreaming can be used to help heal or to learn new motor skills), neuroscience may be a good area. But if you want to document what is possible in a lucid dream or attempt to find common threads between lucid dreamers (best techniques, curing nightmares, etc.) then psychology may be better.
I would recommend finding some publications about lucid dreaming that interest you, then researching the scientists that wrote them. What did they study for their undergraduate, masters, and Ph.D. degrees, and what universities did they attend?
