Alcohol does affect it, but I'm not sure how.
Personally, I rarely drink. When I do, I don't drink much because my limit is really low. But afterwards I get strange dreams. Not nightmares or anything, just ones that are out of my usual pattern. And quite vivid. For me, I guess, it's on a par with eating a lot of cheese before bed.
I had some odd dreams on new years day, for example.
So I'm not really sure how it works. THere's so many factors like how much you drink, how drunk it makes you (beacause that varies a lot between people), what you're drinking, when you're drinking, how long before bed you're drinking....
Alcohol blocks REM sleep, the time when you have the most dreams.
Although, there's a nifty little thing called REM rebound, that causes your brain to catch up on the lost REM sleep. You should have more/extra vivid dreams the day after you drink.
Funny thing that you ask. I was drinking this Friday night (let me see... 3 beers and 1 absinth). The result was that I awoke early and went to sleep again immediately. Twice. The second time I fell asleep I had a lucid dream. And I also recall one non-lucid dream I had earlier that night.
So it would seem that in my case, alcohol doesn't prevent me from remembering a dream. If I assume correctly that alcohol was the cause for the early awakenings, then it may even help it. But on the other hand, I wasn't really drunk. Maybe it was the ``REM backlash''?

I personally don't remember dreams (or have confusing dreams) if I smoke pot, but I guess that is not surprising given the effects that pot has.
I never dream after drinking or smoking weed. When I was a fulltime beer drinker/pot head I didn't dream at all.
Oh - except for day dreams.....
