when i read something saying that tell yourself that you're dreaming, does that mean talking out loud to yourself or is it thinking to yourself that you are dreaming?

Within the dream, it is out loud. However, in preparation for the dream, its just thinking.

I think rather than telling yourself you're dreaming (mentally&#33 its more important to really imagine that you really are dreaming. You can repeat, 'This is a dream, this is a dream' over and over but if you don't believe it, it doesn't have any meaning. I assume you're talking about page 66 of EWLD, the technique where you view everything as a dream all day? Feel free to say it out loud though, I mean its all a dream right?
