People blind from birth can only dream in sound and touch, so if they were able to go into a lucid dream, would they be able to control what they heard/felt? Is lucid dreaming popular in people who become blind after they've already been living for a while, since it's kind of a way to see again.

It's going to be hard to find good answers to your questions, because there don't seem to be any blind people around to answer them.
At least I can tell you for sure that people that were born blind can control what they feel and hear, similar to how they can (to a lesser extent) control the same factors in waking life.
As for your second question. Lucid dreaming isn't really popular with any group of people because so few people know of it. I reckon this applies even more to blind people too. It's probably more difficult for them to find out about things like this. Then again, I don't know any blind people, so I may be wrong here.
