You should always take a passive approach to dream control. Instead of trying to force someone to appear, or to "find" them, come up with a reason why they should be there. Change the "rules" of the dream to fit your desires, instead of forcing your will upon the dream. For instance, instead of actively searching for someone, tell yourself that that person is now working as a pizza delivery guy. Then order a pizza from someplace that delivers within 30 seconds or the pizza is free.
Taking this kind of passive approach will make your dreams more vivid, stable, and true-to-life. Think about it - in your non-lucid dreams everyone looks exactly like they do in real life because you aren't forcing your will upon the dream. You're going along with the flow. IMO the number 1 rule of LDing is that you should go with the flow as much as possible.
You can still control the dream, but do it by changing the rules of the dream, not changing physical things in the dream. (another example, if you want to fly just become superman. Instead of trying to make yourself levitate and slowly master it or whatever, just be superman. Superman doesn't have any trouble flying! Just watch out for kryptonite...)
Say I want to find Jessica Alba (a common goal in my LDs....). I might go to her house and knock on the door, or I might go to a movie production studio. You could also turn on a big-screen (life-size!) TV that's showing a scene from a movie with your desired celebrity, and then just jump into the TV (I just thought of this now, seems like it'd be a pretty good method if you can handle that sort of teleporting).
I would suggest looking for them if they are hard to find. Like know that they are in your dream, but you just cant find them. So go around the corner of a building or maybe walk inside a store that you think they would be shopping at. You are bound to find one if you look hard enough.
Never go looking for someone, you'll get the "ugly lookalike" problem. Do you ever go looking for something in your regular dreams? Of course not! Try to keep your LDs as close to a regular dream as possible and they will reward you by being more stable and vivid.
