Biofeedback
I saw something called biofeedback on discovery channel a few days ago. It allows the user to become aware of their physiological functions and manipulate it to a certain extent. My question is this: Is it possible to lower your heart rate significantly using biofeedback?

I know you can lower your heart rate somewhat using deep breathing. As for biofeedback, I'm not sure.
This might interest you, scroll down to the section on biofeedback.

When I saw this thread it reminded me that I had read in an overtone singing wiki about biofeedback.
"Throat singers produce their harmonics through a process called biofeedback."

"Biofeedback is the process of becoming aware of various physiological functions using instruments that provide information on the activity of those same systems, with a goal of being able to manipulate them at will."

I've been overtone singing for a bit now, and it's kind of interesting now that I've read up on biofeedback. In order to optimize the overtones I became aware of the physiological functions (breath, vocal chords, position of tongue and jaw) using the "instrument" of my voice to pick up on overtones and modify the various parameters in order to bring out clear overtones.

As far as slowing heartrate... I'm not sure. I mean, I know you can learn to slow your heartbeat... but I don't know enough about biofeedback to give any real answer or opinion in regards to biofeedback.
