North Korea is essentially trapped in the dream of the 1970s, it cannot advance farther because doing so would mean working with an international community which would open up the minds of the people and turn them against Kim Jong Un.

Consider Earth in the same context in the Galactic Community. We cannot advance our technology forward because that would require some very powerful people to lose their power, and humility like that can be a very painful thing.

But when considering the kind of global democracy and freedom from our oppressors that the ETs are promising, it's important to keep in mind what happens when the US spreads democracy. It's typically a slogan used to appease the citizens so that the powerful can plunder the resources of said country and turn the nation into something that is essentially a colony or capitalist-style satellite.

The only reason the UN does not invade and outright conquer and oppress in the name of the world's financial institutions but instead enslaves insidiously through debt is because the people of the democracies represented at the UN have them at their knees. Democracy is a mob with a brain smart enough to act on its own best behalf. When it is corrupt, as in the case of the US, it is because marketing has fooled the mob to act against its best interests. But the mob still retains the power.

The Galactic Community is no different, while they do wish to free us from our overlords, the most powerful among them want our resources. Like Africa is being drained by Europeans, Americans and the Chinese, our planet would also be drained by Galactic Capitalists pretending to act in our best interests. Why else would they deal with us? Why else are they attempting to come here? Why would someone explore the territory of deer if they did not want the trees for lumber? Or worse, the venison. Some are just hikers and explorers, others researchers and mappers. But there are always interested parties that would snatch up the resources if only they could.

It is the empathetic masses in the Galactic Community which stay their hand. If we want freedom and independence as a globe, both from our current megalomaniacs as well as potential future oppression by the Galactic version of the U.N. and it's major players, then we must work together to create a global democracy capable of interacting and trading with the Galaxy rather than waiting to be saved by them. We must save ourselves, only then can first contact occur. Only when the people of North Korea are able to free their minds of the lies their oppressor has filled their head with will they be able to form a democracy that is not taken advantage of but is still capable of joining the international community as well as the 21st century. We must deal with the Galactic community on our own terms, and remain wary of the price of their promises. The people want to help us, and their representatives are controlled by their will. But the greedy will continue to do whatever possible to get some skin in the game.
