I don't know what the "nether tip" is or a "horned moon". Are we just talking about a waning or waxing moon? And a bright light being seen inside that shadow? Or something else?

Astronauts have already reported seeing lights on the moon surface. And astronomers have been reporting lights on the moon since the telescope has looked at it. Its a real phenomenon, but currently unexplained.
