Anyway, I think I'm starting at basically 'Square -1' I seem to lack the ability to see my dreams at night. Basically, I fall asleep, an indeterminate but short time passes to me (can't gauge time while asleep), and I wake up, not seeing anything.

I really don't think I'm not remembering, but that there's nothing TO remember.
There is something there, and you're just not remembering it. :) That's where working on recall comes in. What time do you go to sleep and how many hours of sleep to you normally get on average? That could be a contributing factor. If sleep isn't the case, then I'd suggest autosuggesting to yourself before you go to bed that you want to remember your dreams.
I go to sleep at about 11, not feeling very tired, and I wake up about 9-10ish.

Don't be discouraged. Everyone dreams at night. If you place importance on dreams and pay attention, you will start recalling them. Good luck!
