This is quite normal. Many mechanical things act strange in a dream, especially light switches. People use this as a reality check btw ;)
One theory is that it is difficult to change the light condition in your dream, because your eyes are still active and able to 'see' the diffused light in your room (or lack of)

It'll take practice. Tip - make it easier to believe (ie. make it seem normal). Eg. there's a knock on the door, and people visiting. Also take it for granted. Don't try, just do. Expect it to work.

Yep, lately all my lucid dreams are from trying to fly, and being amazed when it works.
This is apparently not foolproof though, but seems pretty good for me :)

It's probably a bit of both. Reality checking teaches you to be on your toes, and you might find yourself realising a dream even without them. It's still at least partly because you made yourself suspicious of reality :)
