Technically, you don't "go into" a lucid dream, you simply realize that you are already in a dream. At that point, you can pretty much do whatever you want. You can fly, scuba dive, create a new species of flower, or whatever floats your boat. There is a particularly different feeling when you're lucid, but it depends on how "into" the dream you are. It will feel like reality, or it may feel "more real" than waking life. It just depends and for me it seems like each one has been different. As for who's making the decisions, I say it's the conscious mind, but a natural tendency is to either wake up (being close to coming out of a dream) or falling back into a normal dream that you don't control for the most part. It just depends on how lucid you are.
