I experienced the feeling of being paralyzed in a dream in one of my early lucids. It was like you described -- I could look around the dream scene a bit, but I couldn't move any part of my body. It's happened to me one more time since then, but I woke up very quickly from it. I don't know whether that makes it "normal" or not, but it's one of those interesting little things that's popped up for me. I tried to address this odd situation by sort of peeling a new dream body out of the old, frozen one. I got as far as creating a new head, arms, and most of a torso, but the dream ended after that.
On the other hand, if you experienced this feeling of paralysis after you woke up, that would be a different deal. That I've not experienced myself. It's only been a dream thing for me.
