I'm new to lucid dreaming, and I have experienced this a few times myself. I think the problem may be that you're focusing too much on trying to sleep, which may be keeping you awake. Personally, I find that it's a lot easier to fall asleep when I'm not trying and focusing other things, but... as I said, I'm new here, so I'm sure there are plenty of people here who know more about this than I do.
