Okay, so I'm reading these tutorials, and I have a question.
Do we all dream, but just not remember it?
Because, often I feel myself that I don't even dream, nor do I remember any parts of dreaming.
So I wanted to know if we just dream but can't remember, or do I not dream?
If the latter, how can you help yourself dream?

Well you already found the answers, according to your edit, but just to confirm. Yes, we all dream. In fact we dream all night long, we begin dreaming the moment we fall asleep and continue to dream until the very moment we wake up.
So people who claim not to dream are actually 'not remembering' their dreams. Luckily, there are many techniques to help improve your dream-recall (look around the forums or do a search on keyword recall and you'll find loads of information on the topic). With this, we can get better and better at remembering our dreams, to the point where we can remember multiple dreams each night.

i thought we only dream when we are into our rem cycle about 3-7 hours into sleep

You dream in stage 1 and every REM. I even hear you 'dream' in delta sleep (night terrors). It's just the first couple of REM periods are very short and weak.
