How to wear halloween costume pants (no, really haha)

So for the first time ever, I went with a regular, store-bought costume. I usually make something, but didn't get around to it this year.

Anyway, it's great and all, but what's with the pants? They've got these two flaps/loops, one on either side, and I can't seem to figure out what the hell I'm supposed to do with them. Is it supposed to be for your belt to go through or something? There would then be more loops, and maybe shorter ones. Is it supposed to attach somehow to the top part of the costume? I don't see any corresponding buttons or anything to put it on. So... like... what's that suppsoed to be for? :D
