Is anyone in a country that heavily regulates their internet? Anywhere in the middle east for example... Or I guess China and some other Asian countries.
If anyone is in such a place, does anyone know how to get around all their damned protection and what not? Is there some service I can pay for online that can get me that? Help please! I need unblocked internet!

so you're on your own as to finding one
IANAL, but I'm sure listing open proxies per se is legal. What would be illegal is using one without authorization (implied or otherwise).
Last time I looked there weren't good free proxy servers available, but you can definitely buy this as a service. They're also commonly used for a greater level of anonymity, so you might find "anonymous proxy" a slightly more useful search term.

Be aware of the technology and your environment. Blocking proxy servers is no more difficult than blocking websites; its just that once you've got access to one unrestricted proxy server you've got access to any website. Blocking websites is just one tool available to whoever's running your network; e.g. they may also watch the sites you access, and if they see 100% of your traffic going to a website, they may become interested. Content filtering (e.g. keyword based blocking) may still work unless you can use encryption.
If you really have to outwit your administrator, best you a) know as much as they do and b) try to act as inoffensive as possible if you do get caught. Do your research somewhere else so you don't show a learning curve, make mistakes while learning, or risk being caught looking at something that's more suspicious than you though it was.
