I don't know, but take the following factors into account, they may give a clue.
The architecture contains block, stucco, and tin
The metal grill work on the building window looks to be onf spanish origin.
The foliage looks like hot weather grasses, but not desert. Too much green.
It looks hot, but the guy has sleeves
The guy is in jeans with work boots
He has a dark complexion with black hair
There is little or no rust on the truck
There is no mud on the truck
There is no liscense plate on the truck
From all this, I would have to say maybe Central America or the Phillipeans.
But, that is just an educated guess. It could just as easily be Southern Floridayou must be the change you wish to see in the world...

Wow that is unsafe, the tires on that truck are way too bald to be safely driven on the road, and the lack of tail lights, that man is a hazzard to himself and everyone around him.
