Yep, it's happened.

It started out on Ultimate-Guitar on September 9th, and spread all the way around the internet within a few nights. (Hell, I even made a thread here, it only got 9 replies) You could vote as many times as you wanted, so people made a script that voted for him continuously.
But, he hasn't won yet. And he's the only one worthy of being on the list. So vote for him.

2. Find the iMacro add on - https://addons.mozilla.org/en-US/firefox/addon/3863
3. Install said addon.
4. Go to the voting page. (Vote :: Vote Now :: MTV Europe Music Awards 2008 :: 06.11.08 :: Liverpool, UK)
5. Go to the Record tab of iMacro.
6. Click record, then go through the full 3 click motion of voting.
7: Then click Stop.
8. GO back to the play tab of the mod.
9. put 99999 in the "repeat Macro" field.
10.Click "Play (Loop)".
Keep this page open as long as possible also.
