Me and Artelis (being the founder of the current #dreamviews) are contemplating actually making an IRC server, rather than just a channel. Would allow us to run custom services etc as well... So OP might have to update the post soon.

You can access IRC over webclients if that is what you mean, yes. That's been possible for years.
EDIT: In fact, you never needed a client like mIRC - if you knew the IRC protocol, you could just telnet to an IRC server :)

Why? I just did the telnet thing and it's actually not that bad. Here's a tutorial.
Step 1: Get a Telnet client!
One is built into Windows, or alternatively you could use PuTTy or something.
Step 2: Connect!
When your telnet client opens up, connect to irc.darkmyst.org:6667.
Step 3: Identify!
When you're connected, you will be pasted 2 lines. Something along the lines of:
Now we will send a USER message to the server (without the >):Quote:
:tempest.de.eu.darkmyst.org NOTICE AUTH :*** Looking up your hostname...
:tempest.de.eu.darkmyst.org NOTICE AUTH :*** Found your hostname.
> USER <username> <hostname> <servername> <realname>
For example:
> USER TweaK lolhost lolserver lolreal
You will get no confirmation message. If you don't get "Unknown command" then you did it fine. Now we need to set a nickname. Type:
> NICK <nickname>
Ie:
> NICK TweaK
Again, no confirmation message. If you get "Already in use" it's already in use, "unknown command" = you made a typo (at such an easy command?!)
Step 4: Join!
Now you will want to join a channel. Type:
> JOIN <channel>
Ie:
> JOIN #dreamviews
You have joined #dreamviews.
Step 5: Talk!
In order to talk, you will need to send the command PRIVMSG.
> PRIVMSG <#channel or nickname> :<message>
That colon before the message is not a typo. If you don't place that colon it will only send the first word, seeing everything after the next space as an argument for the command. But it's not, it's a string. So colon it! If I would want to send Artelis a message, I would enter:
> PRIVMSG Artelis :Sup asshat.
If I would want to send #dreamviews a message:
> PRIVMSG #dreamviews :Sup guys.
Step 6 (synchronous with step 5): Receive!
You will occasionally receive server messages, ie from people talking in the channel, noticing you, etc. It can be a bit cryptic but I'm sure you're smart enough to figure it out.
Step 7: Enjoy the goodness of pure Telnetting!
Telnet is seen as one of the best IRC clients out there.*
In order to use it to its full advantage, you will have to send PING messages to the server every now and again or it will disconnect you if you do not speak. So don't forget to either chat a lot or send PING messages to the server! Enjoy your time in #dreamviews on the best client around!
* In all honesty, Telnet sucks as a client (that should be obvious). It's not meant to be an IRC client per se. It will work, seeing how what we're doing right now is exactly what your actual IRC client is doing, except we're entering all the under-the-hood commands manually. Keeping your connection up (ie pinging once every ~100 seconds or so) and stuff sucks. Just get mIRC. I was just really bored. Also, if you're reading this, I like how you spotted this invisible text.
